Abstract: EXTENDED ABSTRACT Korytnyuk O. M. Increasing the Efficiency of State and Communal Property Management in Lviv Region. - Manuscript. Master’s Thesis in specialty 281 Public Administration and Governance. Lviv Polytechnic National University. - Lviv, 2025. The thesis examines the theoretical, legal and organizational foundations of managing state and communal property in Ukraine, which are rooted in the constitutional principles of ownership and public administration defined in the Constitution of Ukraine [1]. The study analyzes the regulatory framework governing public asset management, in particular the Law of Ukraine “On Management of State Property Objects” [2], which outlines the organizational and legal mechanisms for exercising ownership rights on behalf of the state. Special attention is given to the legal foundations of privatization, regulated by the Law of Ukraine "On Privatization of State and Municipal Property” [3], and to the updated procedures of lease management introduced by the Law of Ukraine “On Lease of State and Municipal Property” [4]. These legislative acts significantly revised transparency, competitiveness and accountability standards in the management of public assets. Additionally, current reforms in public sector governance are influenced by the Law of Ukraine “On Amendments to Certain Legislative Acts Concerning the Improvement of Corporate Governance” [5], which strengthens institutional capacity and corporate oversight in state-owned entities. The object of the research is the process of state and municipal property management, while the subject includes legal, economic and organizational mechanisms that ensure the effective use of public assets in Lviv region. The aim of the thesis is to substantiate priority directions for improving the efficiency of public asset management by modernizing monitoring tools, introducing digital solutions and strengthening institutional capacity at the regional level. The research employs systemic, comparative, statistical and structuralfunctional methods, enabling a comprehensive assessment of the current state of public property management practices in Lviv region. The analysis reveals that the asset management system remains fragmented and burdened by outdated registers, insufficient monitoring, lack of unified performance indicators and inconsistent decision-making processes. These findings confirm the need for integrated reforms aligned with the principles of transparency and evidence-based governance set forth in the national legislation [2–4]. The thesis proposes several measures for improving property governance, including the refinement of the draft Law No. 6102-d, the development of a unified digital register of state and municipal property based on the Diia.Engine platform, and the modernization of monitoring and performance-evaluation procedures. Implementing these recommendations would increase the completeness and accuracy of asset data, unlock underutilized property potential and ensure more efficient management of public assets at both state and local levels. The obtained results have theoretical and practical significance for regional authorities, local self-government bodies and public asset managers. They can be used to enhance regional policy, strengthen transparency and accountability, and support the creation of a modern and sustainable public asset management system.
