Abstract: EXTENDED ABSTRACT of the Master’s Qualification Thesis by Mariia Volodymyrivna Kurylo on the topic “Administrative Management in the Field of Strategic Communications of Public Authorities under Wartime Conditions (a Case Study of the Lviv Regional State Administration)” The master’s qualification thesis by Mariia Volodymyrivna Kurylo, completed within the specialty 281 “Public Management and Administration” at Lviv Polytechnic National University, is devoted to the study of administrative management in the field of strategic communications of public authorities under martial law, using the Lviv Regional State Administration as a case study. The relevance of the research topic is determined by the transformation of the role of strategic communications in the system of public administration as a result of the full-scale armed aggression of the Russian Federation against Ukraine. Under wartime conditions, the communication activities of public authorities acquire a security dimension, as they directly affect public trust, societal resilience, countering disinformation, and coordination of citizens’ actions in crisis situations [2, 3, 5, 6]. This necessitates the improvement of managerial mechanisms for organizing strategic communications at the regional level. The purpose of the master’s thesis is to provide theoretical substantiation and develop practical recommendations for improving administrative management of strategic communications of public authorities under martial law, using the Lviv Regional State Administration as a case study [10, 11, 12, 13, 14]. The object of the research is the system of strategic communications of public authorities under wartime conditions. The subject of the research is managerial approaches and mechanisms of administrative management of strategic communications of the Lviv Regional State Administration under martial law. The methodological framework of the research includes methods of analysis and synthesis, comparative, systemic, and structural-functional approaches, content analysis of digital communication channels, analysis of regulatory and legal acts, as well as methods of generalization and modeling of managerial decisions [1, 2, 3, 4]. The study uses data from the official website of the Lviv Regional State Administration, its official social media pages, as well as official and personal pages of the Head of the Lviv Regional State Administration, Maksym Kozytskyy [10, 11, 12, 13, 14]. The first chapter reveals the theoretical and methodological foundations of strategic communications in the system of public administration and defines their essence, structure, and key functions under wartime conditions [7, 9, 15]. The role of administrative management in organizing communication activities of public authorities is analyzed with regard to contemporary security challenges [5, 6, 15]. The second chapter focuses on the analysis of the activities of the Lviv Regional State Administration in the field of strategic communications. The organizational structure and managerial functions of the relevant structural unit are examined, as well as the specifics of using the official website and social media as tools of strategic communications during the wartime period [10, 11, 12, 13, 14]. The third chapter presents project-based recommendations for improving administrative management of strategic communications of the Lviv Regional State Administration. The study proposes directions for optimizing communication management under wartime conditions, including the implementation of a crossplatform communication strategy, improvement of organizational and personnel structures, formalization of crisis communication procedures, and the introduction of a system for evaluating the effectiveness of strategic communications [6, 9, 15]. The practical significance of the research findings lies in the possibility of applying the formulated recommendations in the activities of executive authorities at the regional level, particularly in the field of managing digital and social communications [10, 11, 12, 13, 14].
