Extended abstract. The relevance of the research topic “Development of a Conflict Management Program in a Public Authority” is determined by the profound transformations taking place in Ukraine’s public administration system under conditions of martial law, intensive reforms, and European integration processes. Public authorities operate in an environment of increased workload, resource constraints, high responsibility for decision-making, and constant interaction with the public, which inevitably intensifies the risks of both internal organizational and external conflicts. Conflict situations between managers and subordinates, among individual structural units, as well as between civil servants and citizens, negatively affect the effectiveness of managerial processes, reduce the level of trust in public institutions, and may lead to delays in adopting important decisions, increased bureaucratization, and the formation of a tense working atmosphere. At the same time, in contemporary scholarship, conflict is viewed not only as a destructive phenomenon but also as a potential source of development, provided that it is timely identified and professionally managed. For a public authority, it is critically important to possess not merely isolated tools for responding to conflicts, but a comprehensive conflict management program that integrates preventive measures, diagnostic procedures, mediation and dispute resolution algorithms, mechanisms for restoring effective working interaction, and the formation of a culture of constructive communication. The absence of a systematic approach to conflict management results in fragmented solutions, personalization of problems, and dependence of outcomes on the individual managerial styles of particular leaders, which is incompatible with modern requirements for professional public administration. Study object. The object of the study is the Department of Road Management of the Lviv Regional State Administration. Scope of research. The subject of the study is the management system of the activities of a public authority—the Department of Road Management of the Lviv Regional State Administration—and the specific features of managing organizational conflicts within its structure. Goal of research. The purpose of the final qualification thesis is to identify the specific features of conflict management in a public authority and to develop practical recommendations for improving the conflict management system in the Department of Road Management of the Lviv Regional State Administration. The objectives of the study are as follows: – to provide a generalized characterization of the essence and nature of conflict; – to reveal the theoretical foundations and conceptual approaches to managing organizational conflicts; – to analyze the management system of the Department of Road Management of the Lviv Regional State Administration; – to substantiate and propose recommendations for improving the mechanisms of managing organizational conflicts in the Department of Road Management of the Lviv Regional State Administration. The information base of the study includes the results of personnel surveys, statistical data of the Department of Road Management of the Lviv Regional State Administration, as well as internal regulatory and administrative documentation of the studied public authority. The research applies methods of comparison and forecasting, tools of systems methodology, and the methodology of comprehensive analysis, which made it possible to conduct an in-depth examination of the problem of conflict management. The proposed practical recommendations may be implemented in the activities of the Department of Road Management of the Lviv Regional State Administration and may also be adapted for other public authorities facing similar managerial challenges. Structurally, the final qualification thesis consists of an introduction, three chapters, conclusions, and a list of references. The practical significance of the obtained results lies in the fact that the approaches to diagnosing, preventing, and resolving organizational conflicts developed in the study can be used by the management of the Department of Road Management of the Lviv Regional State Administration to enhance the effectiveness of managerial decisions, minimize the destructive consequences of conflicts, improve the socio-psychological climate within the staff, and strengthen internal interaction among structural units. The developed recommendations may serve as a basis for improving local regulatory acts, communication procedures, and personnel management systems in public authorities. The sources of information on the Department of Road Management of the Lviv Regional State Administration include official materials of the Lviv Regional Military/State Administration, the Regulation on the Department of Road Management of the Lviv Regional State Administration, annual and quarterly performance reports, internal regulations and job descriptions, as well as statistical reports on staffing and the performance of the core functions of the public authority.
