Management of the financial flows of general secondary education institutions (based on the materials of the Department of Education of the Skhidnytska Village Council)

Abstract: The relevance of the research is determined by the critical importance of effective financial resource management in the education system, as the quality of educational services, motivation of teaching staff, level of technical equipment of educational institutions, and the ability of the education system to adapt to changing environmental conditions directly depend on the quality of financial planning, distribution, and control over the use of budget funds. The problem of diversifying education funding sources becomes particularly significant in the context of limited budget resources and growing requirements for modernizing educational infrastructure. The theoretical part of the work reveals the conceptual foundations of financial flow management in the secondary education system, analyzes the specifics of multi-channel financing of educational institutions in Ukraine, where state subventions, local budgets, and extra-budgetary revenues play a key role. A detailed financial analysis of the activities of the Department of Education of Skhidnytska Village Council for the period 2021-2024 was conducted, which included the study of balance sheets, financial results reports, and calculation of key financial coefficients. The analysis results confirmed a sufficiently stable financial condition of the institution with positive dynamics of asset growth and fixed asset renewal, high indicators of autonomy and liquidity, demonstrating the organization’s financial stability. At the same time, systemic problems were identified, including persistent negative profitability, critical dependence on budget financing, and insufficient level of self-financing, which limits the ability to respond flexibly to changes in the external environment. The analysis of revenues and expenditures showed structural imbalances in financing and the need to search for additional sources of resource support for educational activities. The research and prognostic part includes a SWOT analysis of the Education Department’s activities, which allowed identifying strengths (financial stability, qualified personnel, developed material and technical base), weaknesses (budget dependence, limited self-financing capacity, insufficient employee motivation), opportunities and threats from the external environment. Based on strategic analysis, priority development directions were determined, including modernization of educational infrastructure, active involvement of grant financing, and strengthening of human resources capacity. Special attention was paid to economic-mathematical modeling of future financial needs. The developed multiple regression model allowed forecasting the Education Department’s budget for 2025, taking into account key macroeconomic and demographic factors. Forecast calculations showed the need to increase the budget by 39,5% compared to 2024, due to inflationary processes, minimum wage increases, rising utility tariffs, and implementation of educational development programs. The model demonstrated high explanatory capacity (R? = 0,847), confirming its practical suitability for budget planning. The recommendation part contains substantiated proposals for improving financial flow management. The first key recommendation is creating a specialized working group for grant management, which will ensure a systematic approach to attracting external financing. Economic calculations show high efficiency of this initiative with project payback from the second year of operation, high ROI level, and cumulative effect of over 16 million UAH over a five-year period. Institutionalization of grant activities will enable the implementation of important educational projects, modernization of material and technical base, and support for innovative initiatives. The second strategic recommendation is intensifying cooperation with business and public initiatives as an instrument for diversifying funding sources. The proposed mechanism involves creating an education development fund, stimulating socially responsible business, organizing public recognition of philanthropists, and implementing fundraising campaigns. This creates a foundation for long-term mutually beneficial cooperation with the local community and business structures. The practical value of the work is demonstrated by calculating the comprehensive effect of implementing recommended solutions, which includes both direct financial results and indirect effects in the form of improving the quality of educational services, enhancing the education system’s image, and forming a new management culture. Both recommendations are complementary and create a comprehensive model of financial stability oriented toward modern challenges of the educational environment. The research results have significant practical value for educational institution leaders, local government representatives, and financial management specialists in the public sector. The developed recommendations can be adapted and implemented in other territorial communities of Ukraine to improve financial support for the secondary education system and increase its competitiveness under transformational processes.
